The Technical Regulation of the customs union TR CU 016/2011 On safety of appliances burning gaseous fuels sets mandatory safety requirements that apply to gas-powered devices for the protection of the life and health of humans and animals, the environment and property. It also serves to prevent misleading actions against the consumer, as well as to ensure energy efficiency and resource conservation.
The TR CU 016/2011 is intended to ensure the uniform application and enforcement of the requirements for gas-powered appliances in the territory of the customs union, as well as the free movement of goods.

Came into force on February 15, 2013

The gas-powered equipment may be placed on the market of Russia and the EAEU only if it complies with the requirements of this and other EAEU technical regulations, if applicable.

TR CU 016/2011 is equivalent to the EC Directive 2009/142/EC On gas appliances.

Application area of TR CU 016/2011

TR CU 016/2011 applies to:

• equipment intended for food preparation, heating and hot water supply including equipment that is a component of combined machinery
• block-type combustion engines and gas-powered equipment with block-type combustion engines, which are numbered numerically in the regulations
• machinery intended for equipment installation, which is in circulation independently of the latter and are listed in the regulations such as control units, controllers and safety devices

According to TR CU 016/2011 no conformity assessment is needed for:

The Technical Regulation TR CU 016/2011 applies to non-industrial gas-powered devices.
The rules of TR CU 016/2011 does not apply to following devices:

• steam boilers with pressure up to 0,07 MPa and boilers with temperatures up to 115 °С
• equipment intended for use in industrial processes and industrial plants, with the exception of gas-operated equipment, listed in Annex 1 to TR 016/2011
• equipment using gas as engine fuel

The conformity assessment process

The conformity assessment with the requirements of the Technical Regulation TR CU 016/2011 On safety of appliances burning gaseous fuels is mandatory and occurs in the following forms:

1. EAC Declaration
2. EAC Certificate

At the request of the applicant, the EAC Declaration can be replaced with the EAC Certification. This can be relevant if the applicant is lacking his own proof or it is not sufficient to prove the compliance with the requirements of this technical regulation.
The EAC conformity assessment of gas-powered equipment is carried out according to one of the three procedures, at the choice of the applicant: for the serial delivery, for one-time supply and for serial production.

Accompanying documents

The supporting documents must be submitted in Russian or in the official language of the member state of the customs union. The accompanying documents include:

• technical description and documentation
• instruction manual
• test reports
• data sheet
• assembly drawing
• a copy of the certificate of conformity
• a copy of the quality management system certificate
• protocols of the manufacturing audit for serial production

EAC marking

The products confirmed to conform to TR CU 016/2011 must be marked with the EAC conformity marking before market being brought to market. The conformity marking is to be affixed to each gas-powered unit as well as the corresponding operating documents. It is also permissible to place the marking only on the packaging and the corresponding operating documents if the marking of the gas-powered equipment is not possible. In this case, the marking must be placed on the gas- powered equipment in such a way that it is easily recognizable and readable during the entire service cycle. The appropriate marking may only be carried out if the corresponding equipment meets the requirements of all the technical regulations under which it falls.

Period of validity of the EAC Certificate

The EAC attestation for products in serial production is valid for 5 years.
