SGR-State Registration
Certificate Customs Union - (EurAsEC hygienic registration).
In connection with the Customs Union agreement on sanitary measures on
01.07.2010. stopped issuing sanitary-epidemiological conclusions. Now a
document confirming the quality and safety of products, is the certificate of
state registration of the Customs Union, operating in Russia, Belarus and
Kazakhstan.
Certificate of state
registration of the Russian Federation on the territory of the Customs Union -
a document certifying the conformity of products common sanitary and
epidemiological and hygienic requirements, intended to confirm the safety of
the goods subject to supervision. State registration certificate issued in a
uniform manner and is valid throughout the customs union does not expire.
State registration
allows to import and sell the products in the territory of the Customs Union.
Rules for state
registration:
The Certificate of
state registration may be issued to two categories of applicants:
• manufacturer of
goods manufactured in the territory of the Customs Union;
• foreign company or
importer of the goods, if the production is located outside the boundaries of
the CU.
In Russia, the hygienic
registration certificate is issued by the Federal Service on Customer's Rights
Protection and Human well-being surveillance (Rospotrebnadzor).
The hygienic
registration certificate is issued for a single merchandise category and it may
include only the same products (homogeneous products containing the same
ingredients and produced using the same technological process).
The Customs Union
hygienic registration certificate is a prerequisite for obtaining the mandatory
GOST-R.
How do State
Registration issued before 1.07.2010?
Sanitary-epidemiological
conclusions and state registration certificates issued before July 1, 2010,
will act on the territory of the Russian Federation until January 1, 2012,
their action will not apply to the territory of other States Parties to the
Customs Union.
Please note that the
effect of these documents will be available exclusively on Russian territory,
and will not be - on the territory of other States Parties to the customs union
- Belarus and Kazakhstan.
Prior to January 1,
2011 will be available documents that were issued previously for confirmation
of product safety requirements under national law of one of the Union (in
Russia - Certificate of State. Registration). These documents will have
coverage only on the territory of the State issuing the document.
Customs Union
Commission Decision of 28 May 2010 № 299 approved the "single list of goods subject to
sanitary and epidemiological supervision (control) at the customs border and
the customs territory of the customs union."
Here are the list of following products for which are required the Registration
Certificate:
· Mineral water, bottled drinking
water, soft drinks, alcoholic drinks - including low alcohol and tonic drinks
· Special foods, which include baby
food, food for pregnant and breastfeeding women, dietary products, food for
athletes, biologically active food additives, organic products, supplements
· Food additives complex (plant
extracts, aromas and etc.)
· Foods produced using genetically
modified (transgenic) organisms
· Cosmetics, products of oral hygiene
· Household cleaning products
· Disinfectants, resources for rat
extermination.
· Potentially hazardous chemical and biological
agents
· Materials, equipment, devices and
other technical products to treat water intended for use in drinking-water
supply
· Products intended for contact with
food (except cutlery, tableware, manufacturing equipment).
· Personal hygienic items for children
and adults, children clothes and products using for feeding-care
Thus for the above mentioned products now need to provide a certificate of
state registration of the Customs Union. This document has no expiry date. It
is valid in all countries of the Customs Union and can be obtained in the organ
Rospotrebnadzora any of these countries.
What document should
arrange, if manufactured or imported products not included in this list for the
state registration of the customs union, but previously subject to
sanitary-epidemiological expertise?
For these products is
necessary documents confirming conformity to the requirements. The main
document - a declaration of conformity GOST-R, it is made with a third party
(the laboratory tests, the certification body).
For which products
the Customs Union hygienic registration certificate is required?
The Customs Union
hygienic registration certificate is required for products listed in Section II
of the Single list of goods subject to sanitary-and-epidemiologic supervision
(control) at the border and the customs territory of the Customs Union.
Required documents:
1) custome code (HS
code)
2) description of the
product
3) passport of safety
for chemical products
4) guide, user's
manual, instructions for use
5) certificate of
free sale issued by the Chamber of Commerce*
6) copy of the label with
information for the consumer
7) manufacturer
declaration of conformity
8) copy of ISO
certificate (if available)
9) power of attorney
witnessed by a notary*
10) samples (2-3
pieces for each merchandise category)
11) copy of the
shippment bill with the stamp of the Federal Service "import
admitted"
12) the samples must
be shipped with:
- proforma invoice;
- manufacturer's
letter.
* The original
documents must be submitted. All the documents must be duly translated into
Russian language by a sworn translator. All the documents issued by the
applicant (copies included) must bear the stamp and signature of legal
representative.
